Rodneyse Bichotte Hermelyn is the Assemblymember and State Committee Woman/District Leader for New York State’s 42nd Assembly District, proudly representing the vibrant, diverse communities of Flatbush, East Flatbush, Midwood, and Ditmas Park.

A trailblazer in New York politics, Bichotte Hermelyn made history as the first Black woman to lead a county political party in New York City when she was elected Chair of the Kings County Democratic County Committee—one of the largest and most influential county parties in the United States. Recently re-elected for a second term as Chair, she has focused her leadership on expanding voter enfranchisement, fostering grassroots unity, and ensuring the party reflects the rich diversity of the borough it serves.

In Albany, Assemblymember Bichotte Hermelyn is a formidable champion for economic equity, healthcare, and public education. As the first Haitian American from New York City elected to the State Assembly, she has been a tireless advocate for immigrant rights and working families. She is widely recognized for her legislative leadership in championing Minority and Women-Owned Business Enterprises (MWBEs), fighting to ensure equitable access to state contracts and resources for historically marginalized entrepreneurs.

Whether steering the county party through critical election cycles or passing landmark legislation, Chair Bichotte Hermelyn’s career is defined by her unwavering commitment to empowering underrepresented voices and delivering tangible results for the people of Brooklyn.

Born in Hong Kong and raised in New York City, Tong’s career is rooted in grassroots community service. She began her journey by volunteering at her son's public school before serving as a dedicated constituent liaison for the State Assembly, where she helped thousands of southern Brooklyn residents navigate government services. Fluent in Mandarin and Cantonese, Secretary Tong has been instrumental in bridging the gap between local government and Brooklyn's rapidly growing Asian American communities, maintaining a strong focus on civic engagement, neighborhood clean-ups, and direct constituent aid.
